The Horseshoe Bay jetty will remain closed until at least July following storm damage in February.
Alexandrina Council faces a $250,000 repair bill to resume public access to the Port Elliot attraction, according to CEO Nigel Morris.
He told ABC Radio that the council was in discussion with the state government about the required repairs, which will be more extensive than initially thought.
The Department for Infrastructure and Transport owns the structure, but delegates care and control to local government.
Temporary fencing has been in place since the February storm to restrict access.
For public safety the council has removed the stairs that gave access to the jetty from the water.
