The Conservation Reserve runs along the coast between Port Elliot and Middleton; it includes many important environmental and historical features.
The plan was originally adopted in 2018 and the council says after seven years it was due for an update.
It was reviewed in partnership with the Ratalang Basham Beach and Horseshoe Bay Advisory Committee.
The proposed changes remove some original recommendations and lower the priority of others.
Most refer to water and road infrastructure and signage; full details can be viewed on the council website.
Consultation closes at 5pm on Friday 13 February.
