Two City of Victor Harbor projects are finalists in the Local Government Professionals SA Excellence in Leadership Awards.


The awards program recognises outstanding achievement and innovation in local government. 


The two projects are the Muwerang Mosaic Project on Bay Road and stage four of the Mainstreet Precinct Upgrade. 


Officially opened in November 2023, the Muwerang Mosaic Project is a finalist in the category of Excellence in Community Partnerships and Collaboration.


It is the council’s largest collaborative public art project, involving 50 volunteers and led by two local artists, Mike Tye and Cedric Varcoe, over a period of four years.


The vision for the mosaic was to demonstrate a Ngarrindjeri and Ramindjeri dreamtime story of Ruwi (our land). 


It is installed along a 36-metre balustrade wall that runs along the edge of the Inman River (Muwerang) on Bay Road, reducing graffiti and showcasing a culturally significant art piece to passing motorists and pedestrians. 


Completed late in 2022, stage Four of the Mainstreet Precinct Upgrade is a finalist in the Excellence in Infrastructure Delivery category.


More than a streetscape upgrade, it also replaced ageing underground services and accessibility improvements.


The $8.8 million project focused on improving pedestrian usability, street greening, introduction of public art, and enhancing the overall appearance of the area to show the Mainstreet Precinct’s importance to locals and visitors.
